In an interview with Sportsnet journalist Eric Engels, Kent Hughes specifically mentioned that this is definitely linked to decisions made for certain young players.
From what we understand from the GM's comments, the real reason players like Joshua Roy are with the Laval Rocket is simply because it seems to be better for their development at the moment.
It's better for them to be in a winning environment.
