According to journalist Arpon Basu, a decision already seems likely.
A player has already been targeted for NHL waivers, and it's Rem Pitlick.

"I take it for granted that unless there are several major injuries in training camp, Rem Pitlick will be placed on NHL waivers."

Pitlick, 26 years old, recorded:
